Use : sudo kate /usr/share/libgweather/Locations.xml, and Kate Freeses

Does that also happens if you don't use the sudo command ?
Can you open another file using sudo on Kate/Kwrite ?

This file only, not depend to sudo

Qt: 4.5.1 (qt-copy  958974)
KDE: 4.2.71 (KDE 4.2.71 (KDE 4.3 >= 20090428))
kdelibs svn rev. 960693 / kdebase svn rev. 960693
on ArchLinux i686 - Kernel 2.6.29.1

Opening the provided testcase with KWrite doesn't freeze the app but it is really slow as it has ~1million columns
You will be suffering bug 169549 (CAN'TFIX) (look at bug 169549 comment 2)
